sull'intolleranza, tra popoli e gli stranieri, prendi i Giapponesi

Il sentimento di risentimento verso gli stranieri è srmpre vivo in Giappone, come qui in Europa. Segue ciclicamente periodi di permissivismo alternati a periodi di fobia. 

Nella prefettura di Saitama, con una città di lunga tradizione commerciale e di tradizioni (templi, matsuri) alcuni politici sono più di mente aperta

"Regarding the current situation in Kawaguchi City, Saitama Prefecture, where many foreign residents live and where anti-foreigner demonstrations are frequent, Governor Ohno Motohiro stated in a February prefectural assembly response that "there are no clear facts that the increase in foreign residents is affecting public safety." He responded to a related question from LDP Prefectural Assembly Group Leader Tamura Takumi during a representative question session on the 26th.
Governor Ohno noted that the number of criminal offenses reported in the city peaked at 16,657 in 2001, declining to 4,417 in 2013. "This significant decline is despite the number of foreign residents having increased approximately fourfold during that time," he explained.
While the number of reported criminal offenses nationwide in 2013 worsened (increased) compared to 2012, the Kawaguchi and Takenan Police Stations, which have jurisdiction over Kawaguchi City, saw an improvement (decreased), he said. "Public safety has improved compared to the national level," he said, indicating that he believes the prefecture's efforts are contributing to the decline in crime.
Furthermore, when asked about Governor Ohno's request to the national government to temporarily suspend visa exemptions for short-term stays for Turkish nationals, he pointed out, "Approximately half of the Turkish nationals in the prefecture are in the prefecture on designated activities residence status, which is given to refugee applicants and the like, which is a unique situation not seen in other regions."
Furthermore, he explained, "We are asking that they be treated the same as people of other nationalities, and we do not intend to ask that certain nationalities be placed at a disadvantage compared to others," and indicated his intention to continue urging the national government to thoroughly implement appropriate immigration and residence management.
Additionally, when asked about his determination to create a society where all prefectural residents can live in peace, Governor Ohno replied, "Unjust discriminatory words and actions can lead to division in the local community. They should be thoroughly eliminated." He also said he would work to raise awareness of human rights through measures such as implementing a "Citizens' Movement Aiming for a Society that Respects Human Rights," which involves all prefectural residents, including businesses and municipalities. il capo del consiglio della prefettura di Ibaraki, Governatore Oikawa, "has said very clearly that foreigners with valid visas need not be concerned. Until I hear otherwise we can take him at his word. Ibaraki leads the country in illegal aliens. Voters are concerned so if there is a guess, the recent informer policy is mostly performance. 

At the same time as he is implementing the informer policy, he’s also inviting 1,000 new Indians to work in Ibaraki (molto nota per le fabbriche che assumono nippo-brasiliani). All of representatives in government understand the importance of good relations with the foreign community. We all know they are vital to our economic development.    
The approach of the Saitama governor is better. Don’t be surprised if it costs him his job.

Tenete conto che questi permessi temporanei e visti da rinnovare servono soprattutto per famiglie miste, con un coniuge giapponese e l'altro straniero, che preferirebbe evitare di rifare sempre le pratiche per il permesso di soggiorno.
